Hardcoded and not possible. This will require so much hard work to do - GUI elements, backend functions, everything needs to be done from scratch.
Is it possible to change specializations to make them interesting?
Can the existing town specialization values be modified? Probably yes
Can we add new ones ? this will require to add completely new ones to the game?
Game treats town specializations like hero specializations and hero skills. So far we have added no new skills and specializations (in terms of game exe functionality, we only modified existing and added new functionality with LUA).
So the final answer is no - we wont add new ones in any foreseeable future.
P.S. We said that for many other things that are already in the mod so one never knows...
